To ensure a minimal level of wellbeing for people, and to guide them in healthy and sustainable consumption and investment, resource allocation is likely the solution towards enhanced wellbeing and safety in societies. These allocations would ideally be time-limited, but some of them could be used as fond for investment, especially for housing and maintenance. The budget categories are listed as being Space, Food, Water, Energy, Housing, Education, Health, and Insurance.
To make this budgeting possible, the value of this budget would be subtracted from current salary and allocations, making it therefore a low investment. When a person would consume more than the budget, he would naturally have to pay extra.

Food budget: Only valid for certain products labelled as healthy and sustainable, the food budget would be indexed on a set list of products which would sustain a person over the course of the month. This amount would therefore be inflation corrected. This value would not depend on the location but averaged out over a country, continents, or perhaps worldwide in the future.
Water budget: A quantity of tap water (in m3 or liters) would be allocated per person. This quantity could be subtracted from the monthly or yearly consumption of individuals.
Energy: A quantity of energy (in kwh) would be allocated per individual and per month. Electricity would be the natural resource to consider as we are exiting fossil fuels. This quantity would be higher in summer and lower in winter to push for summer consumption and push for interseasonal heat storage housing investment.
Housing: A certain value would be provided on a monthly bases dedicated to housing or investment. This value would be indexed on 50% the minimum rent for a 40 m2 apartment (at the level of a country, continent, or worldwide). This amount can be used for renting out a place, or as a loan payback with regards of housing investment (such as new house, or renovation of an existing house). If a person owns more than 100m2 per person, that person would not benefit from this budget. This budget would include a part of housing insurance.
Health: A certain budget would be defined for health which would cover 1 consultation with the GP per month plus extra care if approved by the GP. A franchise system would be in place to avoid unnecessary spendings of this budget.
Education: An internet self-study budget would represent a minimal cost. The school system as of today would remain but material spent budget would be allocated.
